chat not working, times out

I've tested on separate boxes Windows 10 and Windows XP on two different networks.

Clients used: 5.0 & 5.1

Is anyone else able to use chat without any issue? I've noticed the public group chat only has 1 user in them.

Sometimes the chat servers go down, and nobody is able to connect. While the chat servers are down, the user count on the list of public chat rooms does not update
