I'm asking this so I can get in a public chatroom with like 4 people on it to talk & stuff.

Just wanna know which part of the day are public chatrooms the most active?

Chatrooms are always activated, but they only work on the version 4.7 and above. (versions above 4.7 don't work with the server)
