Chat rooms on Classic Mac OS?

Whenever I try to create a chat room on Mac OS 9, I keep getting this error:
"Sorry, you cannot chat because information required to create the chat room has not been received. Please try again in a few minutes."

its probably a server side issue, the chat SNAC has some kind of differences prior to 5.x that I don't have documented
