Phoenix Beta gets stuck on 3. Starting Services

Tried AIM (5.1 and 5.9) with every kinds of patches on this website and it always got stuck on 2. Verifying Username and Password. So I tried the Phoenix Beta which on my main Win10 and VM WinXP always gets stuck at 3. Starting Services. Any possible fixes?
