AIM 5.9 Not running on Windows 10 32-Bit

I am trying to get my family to use AIM Phoenix right now, but an issue came while using 5.9 on a Thinkpad T400. The installer closes early and the program never runs. It does not crash the computer, it just does nothing. If there is anything that could fix this, please let me know!
