2 users try to send me IM, or add to buddy list, but aim gave an error "the screen name 'black_tears' is not valid.", but what is odd i can send they IM and add to buddy list

I of course am one of his friends, it just gives me an error once I try to message him but for some odd reason that error never gives me any reason, and I believe this man lives in Russia so perhaps that's the issue?
