chrome blocking problem

Whenever I try to download Phoenix Desktop, Chrome finds it dangerous and blocks it. Should I just use another browser or is there another way to download it on Chrome?

Same problem. In fact, I have to get Internet Explorer just to download it on Windows 8.1.
